The place this was originally released claims that it includes ALL Genesis/Mega Drive games, but I have no way to confirm that without a lot of time and research. If you do notice any missing games, please let me know in the chatbox, and I will do my best to find and upload them.
Also, please be aware that when the file is extracted, it takes up around 7GB of hard drive space. To extract the 2GB file, you will need to use Z-Zip (http://www.7-zip.org/download.html) to extract the main archive.
